I am happy to report that Autodesk recommend that I install directly from their site. It took only 30 minutes! Perhaps Windows Defender does not like my Powershell scripts to run the Autodesk...
They are spinning platters. I submitted the log file to Autodesk support for comment. It took about four hours.
It seems to take 2-3 hours to install on a Window 10 20H2 workstation from an Autodesk package via a network drive. Is that normal?

One way to verify whether the deployment is copying down the desired Revit.ini is to check this location: "C:\ProgramData\Autodesk\RVT 2021\UserDataCache\Revit.ini"
I know you can lock a model from the Revit Server Admin, but don't recall if one can still open it as read only.

The culprit was AutodeskDownloadManager_webinstall.exe. I was able to download Revit 2020 through the Web based download instead (all 14 gb).
I had my Dell Precision 4800 blue screen three times during the Revit 2020 download. I also tried on my Citrix VDI, and also crashed. I submitted a ticket to Autodesk Support. Hope it's a better day...
I would check the Windows updates on that server. And reboot the server.
