Tag-leader extent limited by largest nested family?

I don't recall ever seeing this before - perhaps it's a 2013 thing - but if I tag a family with nested (shared) family functions, the tag leader appears to stop at the outermost/largest nested family's extents - not necessarily the one in use - resulted in a leader that doesn't "lead" if you will.

Is this how it's always been?
