Your memory is (at least partially ) correct.
I posted a Revit Idea almost two years ago about how annoying the updates were:
It seemed like they had an update every other week, and users were getting the "You need an update" pop-up even though they couldn't install it.
Which was especially annoying if you weren't even using BIM 360 on a project
It seems to have improved that a lot and is much better behaved these days

The sad result of that annoyance, however, is that we didn't install it unless people were already using BIM 360.
And, now that people are WFH, we've got a lot more BIM 360 projects, and half the staff doesn't have DC
