If you're referring to construction sequencing where tasks are place in order and often rearranged for costing and planning purposes then Revit phasing features are not ideal. The phase concepts and features are intended to graphically depict the difference between Existing, Demolition, Temporary and New elements (work).

External tools like Navisworks, Microsoft Project, Primavera are designed around tasks and Revit elements can be associated with tasks so the "when of things are done" can be described and altered. Revit's phases are a box that defines "time"...as in "this stuff is all existing", "this stuff is all new". Demolition and temporary things are activities that occur during a phase, not a phase themselves...as far as Revit is concerned/designed.

be mindful of blogs and read the(ir) comments!

Instead of adding a ton of phases* to projects - we (I) employ a (suite of) 'faux' sequencing SPs (Shared Parameters) for such.
*that create a world of problems

Mind, we almost never work with them by obligation/requirement, and only ever (really) use them on/in in-house workflows for "downstream" purposes, via other means, in some other form (i.e. .gif, .mp4, etc) - so YMMV.
