Have (did) arrays-of-arrays break at some point?
Working in 2019.2 (i know i know) long tried and true methods of align-locking nested families by their origin centre to reference planes in a host family (either first or last) works all fine and dandy enough with a linear run...
but whilst arraying one of those (having grabbed all the group instances, and yes, the array controller) "works", and alignment-locks to those can be applied, any attempt to flex buckles them.

None of that has changed, that im aware of. That was never a "stable" method of doing it, as far as i can remember. Ive always used a Nested Family any time there needed to be an additional array direction.
-Parent Family (has Array E-W arrayed N_S)
-Array E_W (has Indiv arrayed E_W)
-Indiv (one instance)
