

Are you really saying that EVERYTHING in the model is different between the Legal and the Actual?
You should have everything that's the same in both conditions in the Main Model, and only the (hopefully limited number of) differences between the two in each Design Option.
Grossly over-simplified, but let's say only the Interior Walls change.
So you'd have the Exterior Walls in the Main Model, and two Design Options:
Legal Interior Walls and Actual Interior Walls
Then set up two Views: One set up (V/G) to show the Legal Design Option, and one set up to show the Actual Design Option.
If there are Interior Wall that are the same in both Legal and Actual, those should be in the Main Model.
You have no idea what a random Italian surveyor from the 1960 could write on a sheet of paper armed with his nib and his mere imagination.
I'm a industrial mechanical designer , so my mindset is strict as yours, but in the design I'm looking right now I have different wall thickness ( most of them ) every doors differs from the other, windows and door standardization begun in late 1990 and 60% of Italians real estate assets is from 1977 , not only the house owner made his own modification on internal walls without updating the legal sheets or the private design ( abuse ) + ( stupidity ) … you can figure out the scenario yourself!
Now those morons are trying to acquire the energetic bonus that the government has introduced last year but as you can imagine there are big little problems to check, and this is why the "redesign" and the "checking sheet" is for.

OK it must be different in Italy then, but in Holland at least we do a project from the as build situation, so I don't really care about what the old drawings look like or say they used to get the permit on (and neither does the government) as long as the new design is up to code. We use the latest IRL existing situation and from there we start the new one. I mean no drawing from the 60's is correct anymore anyway with remodeling's in between then an now and stuff that is just build differently back in the 60's. These days we just have a pointcloud made of the building and use that as our basis and old drawing are used to 'understand' the building, but real life situation ALWAYS goes before the old drawings.
The way you are trying to do things will result in yet another set of drawing that is wrong and yet another set of drawings the next guy that does a remodel has to deal with and figure out.
Final drawing will be the ONLY one from the real situation of course.
But in another document you need to specify differences between legal and actual. If this is not happening the municipality office could say, in this design you modified the design of the house.
You modified the face of the building ( examample )
Therefore
We will block your project and your request of energetic bonus.
That's a taste of pure Italian burocracy.

Well I would still go for Phases. Start with the Legal situation as a phase (this is how it should be), then the actual situation where you make the changes and create the 'as is' model and finally the New phase where you create the New situation. This way you can easily show the changes between the phases with Filters and have a history of you building in your model as well.
