    It's not easy to find, but from the Title Block family, in the Project Browser, go into the Schedules grouping. It'll probably be called Revision Schedule
    Open that View
    In the Properties Palette, click on the drop-down (it probably says Family: Title Blocks) and select the Schedule from the list
    That will bring up the Properties of the Revision Schedule itself
    Go into the Appearance Tab and change the Height from Variable to User Defined
    After all that, you should be able to see the elusive blue dot that lets you set the number of rows

    Lol, man I overlooked that.
    The last time I did anything with titleblocks was a long time ago, so forgot about that option.

    as Robin said, we don't spend a lot of time to modify the titleblock after it has been created

    Another note on the Issued check box: it pretty much locks everything related to that revision. All revision clouds on that revision get locked so they can't be edited or deleted. The tags can still be changed, moved, added or deleted, but the cloud itself stays as-is.
